John Holmes B.Sc, FRICS, MIOD

The Principal of Urban Matters is John Holmes B.Sc, Fellow of the Royal Institution of Chartered Surveyors and Member of the Institute of Directors.

John has extensive experience in urban regeneration, property and economic development gained in the public and private sectors over 30 years.

Previous roles include being appointed in September 2007 as Chief Executive of Hull Citybuild (URC) and Chief Executive of Hull Forward, the Economic Development Company for Hull and he stepped down in early November 2010 to set up URBAN MATTERS.

Whilst in Hull, John served as a Governor of both Hull College and Archbishop Sentamu Academy in Hull and is also on two of the sub boards of The Sage Gateshead.

Prior to joining Hull Citybuild, John played an instrumental role at top performing Regional Development Agency, One North East, where he was appointed in 2004 as Director of Regeneration and Tourism. Amongst his many achievements, John was responsible for driving forward major ambitious regeneration projects throughout the North East and was also a board member of two urban regeneration companies, Tees Valley Regeneration and Sunderland ARC. He led on the Regional Tourism Strategy for North East England and was also a Board member of Buildings for Business and Hadrian’s Wall Heritage Limited.

John was born in County Durham, graduated from Newcastle Polytechnic (now Northumbria University) qualified as a Chartered Surveyor spending over 10 years in senior project management roles throughout the North of England, followed by nearly 25 years experience in the public and private sector working in physical, economic and social regeneration, housing and economic development.

Before joining One North East, John was responsible for driving forward one of the largest mixed use development schemes in the country in his position as Project Director at Newcastle Great Park. The development comprises a 2,500 home new community, three major business park areas creating 16,000 jobs, new shops, leisure facilities, healthcare and a hotel.

In the late 1990s, John was Managing Director at Paramount Homes Ltd, a wholly owned subsidiary of one of the UK’s largest housing companies, and was charged with the commercial development and management of housing portfolios through the north of England for various investor clients.

Other positions John has held include Regional Director (North) at the National House- Building Council; Project Director/Executive Director at Tyne & Wear Development Corporation; Urban Regeneration Consultant at KPMG and Urban Renewal Consultant at the Department of the Environment.

During his time as Project Director with the Tyne and Wear Development Corporation, he oversaw the establishment of the 200 acre Royal Quays development in North Shields and was part of the establishment team for the International Centre for Life facility in Newcastle.

As Chief Executive for Hull Forward, one of the country’s first Economic Development Companies, John has been responsible for accelerating Hull’s economic development, by developing key growth sectors in addition to working with existing businesses.
